Job Summary

The Group Asbestos Manager role is primarily an advisory role, but will also have responsibility under the Group Asbestos Lead for the management of Asbestos Containing Materials (ACMs) across the Trust. The Group Asbestos Manager will assist the Group Asbestos Lead in the consistent management of ACMs across all Hospital Sites, in relation to: the Trustwide asbestos removal programme; procurement of asbestos contractors; safe working procedures; validity of asbestos surveys/re-inspections/asbestos remedial works; training; and maintaining and monitoring the Trust Asbestos Register.

The Group Asbestos Manager will liaise with relevant staff and contractors, to ensure that all Asbestos related issues are provided in a compliant manner, to ensure the safety of all persons using Trust premises. Also, the post holder will work closely with the Site Asbestos Managers to ensure appropriate controls are in place across all sites to comply with the Control of Asbestos Regulations 2012, and all other associated legislation and guidance; including Group Asbestos Policy and Management Plan, and supporting Safe Working Procedures.

The Group Asbestos Manager will in particular provide expert and professional guidance and support to Off-site Properties Compliance Team to ensure a robust framework for asbestos management is in place. In addition a monitoring role will also be carried out with respect to the Property and Estates Development Team. This will be to ensure processes and procedures are in place for appropriate management of asbestos risks and are being followed.

The Group Asbestos Manager role will include ensuring processes are in place within Property and Estates Development Team for the early involvement of Site Asbestos Managers during planned projects. This is to ensure that development schemes and lifecycle replacement of the estate and its infrastructure are carried out in a compliant and timely fashion in relation to any Asbestos Containing Materials (ACM). Also, the role will involve liaising with Third Party Landlords on asbestos management compliance.

The post holder will provide specialised training on Asbestos to groups of staff within Property and Estates Development and Off-Campus MFT Teams, and be responsible for maintaining and reviewing the Trust Asbestos Training Register for these areas, including contractor training compliance.

The Group Asbestos Manager will represent the Trust on the Property and Estates Development / Off-Campus Asbestos Safety Groups, related task and finish groups, or equivalent, and ensure non-compliance with legislation, and the Group Asbestos Policy and Management Plan, are escalated to the relevant Deputy Designated Person, Group Asbestos Lead, and through the Group Asbestos & Decommissioning Committee where relevant.

The Group Asbestos Manager will deputise for the Group Asbestos Lead as necessary.
